Safety Performance Leading Indicators - 16/03/2010 to 16/03/2010
In 2009, following investigations into Buncefield and Texas City, the UK COMAH competent authority began to request that major hazard sites adopt a system of “leading indicators” to improve safety within their operations, by identifying appropriate risk control systems and the critical elements for monitoring, reporting and reviewing data.
The HSE timescale for implementing this approach was tight. After concerns were raised by CBA members, HSE granted CBA and UKWA (United Kingdom Warehousing Association) until the end of 2009 to develop guidance for the Chemical Warehousing sector, for the implementation of Leading Indicators.
After the guidance is published in March 2010, the HSE will expect COMAH sites to implement Leading Indicators. Under COMAH Regulation 4, there is a duty on all COMAH operators to do “All that is practicable” to identify and manage risks of major hazards, this is the legal tool that will be used to force sites to implement leading indicators if they resist or do not progress the process to the satisfaction of HSE inspectors.
The SPLI workshop will provide you with a copy of the guidance, and explore how to choose leading indicators relevant to your sites and implement the requisite systems into your organisation, in accordance with HSE expectations.
