Packaging Waste Directive
The EC Directive on Packaging and Packaging Waste 94/62/EC seeks to reduce the impact of packaging and packaging waste on the environment by introducing recovery and recycling targets for packaging waste, and by encouraging minimisation and reuse of packaging. The UK implemented these provisions into legislation as the Producer Responsibility Obligations (Packaging Waste) Regulations 1997 in March 1997 (SI1997 : No 648)
The legislation has then been amended numerous times as below:

- The Producer Responsibility Obligations (Packaging Waste)(Amendment)(Wales) Regulations 2002 SI 813 (W.93)
On 1 January 2006 the new Producer Responsibility Obligations (Packaging Waste) Regulations 2005 came into force. The 2005 Packaging Regulations consolidate the original 1997 Regulations with all of the subsequent amending Statutory Instruments and they also incorporate the changes made to the Regulations in 2005 as a result of public consultation.
Summary booklet DEFRA published a new summary booklet in January 2006 to accompany the new consolidated Producer Responsibility Obligations (Packaging Waste) Regulations 2005. The booklet summarises the provisions in the Regulations including the new provisions, such as the extension of obligations to lessors and franchisors and it provides readers with an overview of the Regulations.

Compliance scheme contact details The majority of companies who are obligated by the Packaging Regulations have joined a compliance scheme in order to meet their obligations.
The compliance scheme list, provided by the Environment Agency, includes contact names, addresses and phone numbers for the schemes currently in operation. For further information please refer to Appendix III of the User's Guide (see below).
